Abstract: The H I column density distribution made by a power law spectrum of gravitationally bound isothermal overdensities can be adequately fit to observations of Ly-alpha systems. Results show that while most clouds are small, most absorption lines are produced by larger systems with diameters more than 10 kpc; only a few (about 1.5 percent) are made by systems smaller than 10 pc. New data implying clustering on scales in proportion to system size provides the unifying principle for conceiving Ly-alpha and metal line systems as a single population.
