Abstract: We investigate the distribution and evolution of magnetic network elements in quiet Sun with or without coronal holes. Ephemeral region emergence rates are found to depend on the degree of imbalance of magnetic flux, but independent of whether there is a coronal hole or not. We discuss the implications of this finding for near-photospheric dynamo action and for the coupling between closed coronal and open heliospheric fields.
