Abstract: The current status of the investigation of RR Lyrae stars is examined. It is pointed out that the Oosterhoff effect and the Sandage period shift effect have proved to be surprisingly difficult to understand in the framework of standard horizontal branch models. Various factors and assumptions that contribute to the understanding of the problem are examined. It is concluded that one must be more careful to include the effects of observational error when assorted parameters are derived from the observations. In addition, it is pointed out that many calibrations which should probably be made are simply not justified by current observations.
