Abstract: Astrophysics is being increasingly driven by discoveries from large scale surveys, often announced as alerts issued in near real-time and at unprecedented data rates and volume. Much of the scientific goals of these surveys depends on our ability to characterize these initial discoveries, which often demands additional follow-up observations. The workload of these observation programs is untenable without software tools to collate data and interface programmatically with essential services in astronomy, including alert brokers, data archives and telescope facilities. This paper describes the TOM Toolkit, an open-source package designed to make it easy for any astronomer to build and customize a TOM system for their science needs, and reviews recent enhancements to the software. We also present the new Open Observatory Control System software package, which provides a flexible, open-source solution for stand-alone control of observatory operations, observation scheduling and user interfaces.
