Abstract: The LSST Observatory in Chile is composed of two sites which together form the Summit - Base Complex. This complex is unique within LSST in that it houses all of the operational equipment and the real-time control resources of the LSST. Because each LSST subsystem contributes substantial portions of the Summit and Base Facilities and Systems, it is important that the Summit - Base complex have an effective and tractable approach to Information Technology and Communications (ITC) management. This must be done in order to achieve a consistent, efficient, reliable design that fits within the sites' operational constraints (e.g space, safety, power, environmental), and to ensure IT security within the complex. A key aspect of the design is to determine the optimal locations (Site and Facility) for each ITC resource, where there are multiple options available. There are also goals to maximize standardization of hardware and software across this complex, with the objective of simplifying the architecture, thereby simplifying the implementation of IT security and reducing development, commissioning, and operations maintenance and support costs. An LSST System Engineering Summit - Base ITC Design “Tiger Team,” representing all LSST subsystems, the LSST commissioning scientist, the LSST Information Security Officer, and a Senior Manager in the Project Office was commissioned to define and integrate the ITC architecture and design of the complex, and to prepare the Summit - Base ITC Design document (Kantor 2017) as the recommended baseline.
